The Ombudsman for Small and Medium Enterprises, Agnieszka Majewska, has submitted to Prime Minister Donald Tusk comments regarding the draft amendment to the Act on health care benefits financed from public funds.
Minister Majewska pointed out the necessity to intensify actions to protect the interests of small and medium-sized enterprises (SMEs) in the face of new regulations and market challenges.
“I support the abolition of the obligation to pay a health insurance premium from the sale of fixed assets and intangible and legal values, but I find this insufficient. There is a need to change the rules for determining the amount of this premium to a lump sum. There are many possibilities for establishing a lump sum calculation mechanism, which should be the subject of substantial discussion with the business community,” emphasizes Agnieszka Majewska, the SME Ombudsman.
At the same time, she points out a lack of justification for preventing public consultation on the subject project. “At least ¾ of the amount of paid health insurance premiums should be deductible from the tax due. Depending on the scope of realization of demands, consideration should also be given to setting an upper limit for the health insurance premium,” she emphasizes.
Simplifying rules and lowering costs of running a business promotes the competitiveness of Polish entrepreneurs. One effective way to achieve this goal is to change the rules for determining the amount and payment of health insurance premium, which is advocated to the Prime Minister by the Ombudsman for Small and Medium Enterprises.
“I stand guard over the interests of entrepreneurs, especially the smallest ones, whose activities may be affected by the upcoming changes. Every introduced regulation must be transparent, understandable, and proportional to the capabilities of the entities it affects. Microenterprises and small businesses are the foundation of our economy, so we will firmly demand that their interests be taken into account at every legislative stage. We cannot allow the introduced regulations to hit the stability of these entities. Every entrepreneur should be certain that the state is their partner, not just a regulator,” concludes Agnieszka Majewska, the SME Ombudsman.
