The September data from the Central Statistical Office of Poland (GUS) on residential construction in Poland is both positive and negative. The two largest groups constructing homes in Poland – development companies and households, despite the lack of clear declarations from the government about housing policy, are quietly ‘doing their job’. Signs of recovery are not visible – which is a concerning conclusion for industries associated with construction. However, both development companies and households decided to start building significantly more residential units than in the past two years. That’s the optimistic part of the conclusion.
According to the latest GUS data, the number of dwellings completed in Poland in September was slightly higher than a month earlier and almost the same as the year before. In September, all investor groups delivered a total of 16.6 thousand units, 2% more than a year ago and 14% more than in August this year. Developers handed over 11.1 thousand apartments, which means an increase of 31% compared to August and 4% more compared to September last year. However, it should be remembered that the previous month’s result was the worst August result in eight years so the more than thirty percent growth is not sensational and indicates a return to normality.
Investors have started building more homes/apartments, 5% more than in September 2023, but 3% less compared to the previous month.
According to GUS, developers handed over 89.6 thousand apartments and houses by the end of September, almost 8% less than a year ago, while individual investors handed over 51.6 thousand units, i.e. 15% less than in the comparable period of 2023.
In September, the total number of permits issued was almost 23 thousand, of which developers received 16.1 thousand permits and individual investors 6.8 thousand. So the sum of September permits was 10% lower than in August.
The number of residential units for which various investor groups obtained permits from the beginning of the year to the end of September is significantly higher than a year ago. Developers obtained permits to build a total of 154.4 thousand flats and houses (34.4% more on an annual basis), and individual investors obtained permits to build 60.3 thousand
In September, all investor groups began construction of 19.2 thousand residential units, 3% less than in August and 1% more than in September 2024. Annowed by Katarzyna Kuniewicz, research director of Otodom Analytics.
