The World Economic Forum in Davos (19–23 January) may prove to be a pivotal milestone in talks on Ukraine’s post-war reconstruction. In the sidelines of the event, a meeting is planned between Volodymyr Zelensky and Donald Trump, during which the parties are expected to finalize the terms of the so-called “prosperity plan.” The proposal spans ten years and envisages up to USD 800 billion in investments flowing into the Ukrainian economy.

At the beginning of January, Ukraine’s Prime Minister Yuliia Svyrydenko presented estimates of the reconstruction costs, stressing that the figures do not include defense spending. The calculations cover, among other things, funding to maintain macro-financial stability, compensation for war losses, and the rebuilding of destroyed infrastructure. The plan’s assumptions have already been shared with security advisers from 15 partner countries to streamline the coordination of international support.

Financing is expected to come from multiple channels simultaneously: loans, grants, and private investment by U.S. companies. A key reference point is the resource agreement signed in April 2025, which granted American investors preferential access to future extraction-related projects in Ukraine. Kyiv assumes that this element, in particular, will boost private-capital interest and help unlock reconstruction investment at a much larger scale.

Economy Minister Oleksii Sobolev has announced the use of instruments designed to reduce investor risk, including guarantees and blended-finance models that combine public and private funds. Priority areas include energy, infrastructure, and industry, as well as human-capital investment, seen as a prerequisite for putting the economy back on a growth path. Work is already underway: the investment fund established under the resource agreement launched a project-submission portal on 7 January.

Alongside economic-reconstruction talks, negotiations are also ongoing over post-war security guarantees for Ukraine. A visit by Zelensky to the White House had been considered, but European partners from the Coalition of the Willing recommended that the key discussions take place in Davos—among a broader group of leaders and in a less formal setting. Another important signal came from a recent Paris summit, where the U.S. side officially endorsed comprehensive security-guarantee frameworks for Ukraine for the first time.

Zelensky has said that a bilateral document on U.S. guarantees is essentially ready and awaiting the final decision of the American leader. Kyiv assumes that bringing the United States into the reconstruction effort—also through projects attractive to U.S. business—will increase the likelihood of more durable and concrete political commitments. Under this logic, Ukraine’s security would be linked to the protection of American investments, thereby strengthening Washington’s resolve for long-term engagement.
