Ukraine has announced that alongside the development of its national large language model (LLM), it will also begin building smaller, sector-specific language models tailored to particular industries. The initiative will be carried out in cooperation with Beyond.pl, a leading provider of AI infrastructure and an official partner of NVIDIA.
As part of the collaboration, Beyond.pl will provide high-performance GPU computing power needed to train artificial intelligence models used in government services. This infrastructure will allow Ukrainian AI systems to be trained in a secure, scalable, and high-performance environment, minimizing the risk of sensitive data leaks.
AI Applications in Courts and Public Services
The Ministry of Digital Transformation of Ukraine and Beyond.pl will jointly work on several strategic AI initiatives.
One of the projects involves developing and testing AI models in the judicial system. These tools are expected to assist in preparing draft court decisions and help accelerate the processing of cases submitted by citizens.
Another key area of cooperation is the development of Diia AI LLM, a language model designed to support AI services within Diia, Ukraine’s flagship digital public services platform. The model will be trained on specialized datasets related to public administration and government services.
According to Ukrainian officials, building local models is becoming an increasingly important trend in the global AI landscape.
“The development of local models is one of the key trends in artificial intelligence. Smaller models make it possible to better tailor AI to specific applications while using available computing resources more efficiently,” said Danylo Tsvok, Chief AI Officer at the Ministry of Digital Transformation of Ukraine and CEO of the WINWIN AI Center of Excellence.
Building Ukraine’s National AI Infrastructure
Beyond.pl is also cooperating with Ukraine on the creation of a state-level AI infrastructure, known as the AI Factory, which will include the design and construction of secure data centers dedicated to artificial intelligence workloads.
Another important component of the partnership focuses on training Ukrainian specialists to work with advanced computing infrastructure and AI platforms.
“WINWIN AI Center of Excellence will gain access to the capabilities of the DGX B200 platform and NVIDIA Run:ai technologies. Similar technologies will be implemented in Ukraine’s AI Factory, which we plan to launch later this year. Thanks to our cooperation with Beyond.pl, our team will be able to familiarize itself with these technologies in practice much earlier,” said Dmytro Ovcharenko, AI CTO at the Ministry of Digital Transformation of Ukraine and CTO of the WINWIN AI Center of Excellence.
AI as a Strategic Element of National Resilience
According to Wojciech Stramski, CEO of Beyond.pl, artificial intelligence is becoming a critical element of modern public administration and national resilience.
