U.S. President Donald Trump unveiled a new National Security Strategy on Friday, signaling a profound shift in the direction of American foreign policy: from global security guarantor to a hard-edged regional hegemon in the Western Hemisphere. The document sharply criticizes European allies, questions NATO’s longstanding posture, and casts doubt on the future of U.S. commitment to Europe’s security.

The 33-page strategy asserts that Europe is on a path toward “civilizational erasure” within two decades, citing mass migration and declining birth rates as the primary causes. The authors urge Washington to “cultivate resistance to Europe’s current trajectory within European states,” effectively legitimizing the rise of nationalist and populist movements across the continent and delivering an unprecedented critique of EU policies.


End of NATO Expansion and a Quick End to the War in Ukraine

One of the strategy’s most controversial elements is its call to halt further NATO enlargement. The document advocates “ending the perception and preventing the reality of NATO as a constantly expanding alliance,” marking a departure from the alliance’s long-standing open-door policy.

The strategy also attacks the European approach to Russia’s war in Ukraine. European leaders are accused of harboring “unrealistic expectations” about the conditions needed to end the conflict. Instead, the document prioritizes negotiating a “rapid end to hostilities,” which is said to “restore strategic stability with Russia.” In practice, this signals pressure for a potential territorial compromise—an idea that raises serious alarm in Kyiv and several NATO capitals.

Germany swiftly rejected the narrative outlined in the strategy. A government spokesperson in Berlin stated that the country “does not need advice from outside” on shaping its European and migration policies.


Europe Feels Sidelined in U.S.–Russia Discussions

The new strategy has deepened transatlantic tensions. European leaders increasingly fear that they are being sidelined in potential negotiations between Washington and Moscow.

A leaked transcript of a recent phone call revealed German Chancellor Friedrich Merz accusing the United States of “playing games” at Europe’s expense, while French President Emmanuel Macron warned that the U.S. could “betray Ukraine” if it strikes a deal with the Kremlin over the heads of its allies and Kyiv.


America Turns Back to Its Own Backyard

The strategy explicitly states that the Western Hemisphere is now the absolute priority of U.S. national security policy. It announces the enforcement of the so-called “Trump Corollary” to the 19th-century Monroe Doctrine, elevating the strategic importance of North and South America above global commitments.

In practical terms, this means a pledge to “adjust our global military presence to address urgent threats within our Hemisphere.” The strategy bluntly declares that “the era in which the United States upheld the entire global order like Atlas is over,” rejecting the previous vision of American leadership as guardian of world stability.


Middle East Downgraded; China Viewed Through an Economic Lens

The new document significantly downplays the importance of the Middle East in U.S. foreign policy. It argues that “the historical reason for America’s focus on the Middle East will diminish,” as the United States increases domestic energy production and reduces reliance on foreign resources.

Regarding China, the strategy shifts emphasis from potential military confrontation to long-term economic and technological competition. Washington commits to maintaining the existing status quo on Taiwan, but also expects Japan and South Korea to “provide significantly greater contributions” to regional security architecture and their own defense capabilities.


The End of the “Era of Mass Migration”

A hardline stance on migration is one of the strategy’s core messages. The document states that “the era of mass migration must end” and frames border security as “a central component of national security.”

In practice, this means intensifying the priority of controlling migration flows—both along the U.S.–Mexico border and through broader visa policies and cooperation with countries of origin. Combined with its criticism of migration to Europe, the strategy signals that the Trump administration views demographic and migratory trends as a central dimension of geopolitical competition.
