Developers started 2025 by putting 9.4 thousand apartments into use in January and commencing the construction of another 12.6 thousand. This represents the significant majority of new projects within the Polish housing market. Simultaneously, they obtained 13.1 thousand building permits.
In the first month of 2025, a total of 15.5 thousand apartments were made available for use. This corresponds to a decrease of 3.8% compared to the same period last year and is the lowest level since July 2023. It is also noteworthy that the average area of new apartments was 90.6 m². This indicates a decrease of 0.8% on an annual basis and may show a need to adjust to a more diversified financial structure of the buyers.
Developers continue to play a vital role in the market, being responsible for 9.4 thousand apartments handed over for use (+9.4% YoY). They accounted for close to 61% of all handed-over apartments, demonstrating their expertise in the effective execution of investments, even in more challenging economic times. Individual investors, in turn, contributed to the completion of 5.5 thousand apartments, representing 36% of the total number.
In terms of new projects, 19.6 thousand building permits for apartments were issued in January, a statistic that is 4.7% lower compared to last year. More than two-thirds of those permits, precisely 13.1 thousand, went to developers, while individual investors received 5.5 thousand permits. Despite a decrease in the number of permits, January 2025 was an active month for new constructions to start up, with a total of 17.2 thousand started; 9.6% up against the previous year. Developers commenced 73% of these projects (12.6 thousand, +5% YoY); this further emphasizes their dominant position in the market.
By the end of the month, the number of apartments under construction went up to 836.6 thousand, a 4.3% increase in comparison to 2024.
The Mazowieckie province remained a national leader both in terms of the number of apartments made available for use (3.3 thousand) and the number of constructions sites commenced (3.8 thousand), as well as the number of building permits issued (3.3 thousand). High values were also recorded in the Małopolskie, Pomorskie, Dolnośląskie and Wielkopolskie provinces, indicating their dynamically developing real estate markets.
