Are officials dealing with economic law deregulation still needed? The Prime Minister has had enough of slogans!
On February 10, 2025, Prime Minister Donald Tusk stated at the event “Poland. The Year of the Breakthrough” held at the Warsaw Stock Exchange that “officials, legislators inherently make new rules, even when they speak of deregulation” – informs Dr. Marek Woch.
Did the Prime Minister have a valid point? At the beginning of 2024, work began at the Ministry of Development and Technology on a so-called deregulation bill, specifically “A bill to amend certain laws to deregulate economic and administrative law and improve the rules for developing economic law [1].”
However, it turns out that there are still issues to deal with. Entrepreneurs have appealed to the Prime Minister to address substantive disputes between the Ministry of Education and the Ministry of Development and Technology regarding the problem of funding for the vocational training of young workers [2].
Currently, The Ministry of Development and Technology wants to and the Ministry of Finance does not want to change the provisions of the Tax Ordinance Act regarding the suspension of the limitation period for tax obligations [3].
Also, the Office of the SME Spokesperson wants to initiate a legislative initiative to supposedly better represent entrepreneurs [4].
Let’s not forget that for a year now, the Sejm of the Republic of Poland has been working on a parliamentary bill to reduce bureaucracy and legal barriers [5].
During his speech, the Prime Minister proposed InPost’s CEO, Rafał Brzoska, to lead the “deregulation team” and with the help of other entrepreneurs, prepare recommendations on the matter, emphasizing the issue does not require changes in laws.
The prime minister’s proposal is also notable for another reason. The Ministry of Family, Labour, and Social Policy is processing a bill regarding changes within the Social Dialogue Council. The proposed changes de facto deprive employers of the ability to dialogue with government in the Council [6].
It begs the query, given the Prime Minister’s observation that officials and politicians are not enthusiastic about tackling the issue – or are failing to do so effectively – what will become of their positions and salaries?
