On December 31, 2024, the Polish government adopted the Multi-Year Program for the Central Transport Hub (CPK) for 2024–2032. This document sets updated financial and time frameworks, as well as conditions for the implementation of governmental plans for this strategic project. The program allocates a total of PLN 131.7 billion for the continuation of preparatory and design works, as well as major construction activities.

“In the updated Multi-Year Program for 2024–2032, we have adopted realistic schedules for the implementation of the CPK project. The financial assumptions of the program have also been adjusted, allowing us to realize the project step by step,” said Infrastructure Minister Dariusz Klimczak.

The resolution outlines actions including the continuation of preparatory and design work, as well as the initiation and completion of major construction tasks related to the development of the CPK. Key investments encompass the expansion of railway and road infrastructure and the launch of the airport. The adjusted schedule aims to complete the first phase of the CPK airport and High-Speed Rail (HSR) connections between Warsaw, CPK, and Łódź by the end of 2032. Additionally, construction progress on HSR segments to Wrocław and Poznań is expected.


“The Central Transport Hub is not only an investment in the future of Poland’s transportation but also an opportunity for a civilizational leap. Our goal is to create one of the best airports in the world, integrating air, rail, and road transport, and providing new opportunities for the development of the entire country,” stated Deputy Minister of Infrastructure and government plenipotentiary for the CPK project, Maciej Lasek.


Objectives of the CPK Program

The CPK program aims to establish a modern and profitable airport, aspiring to rank among the top ten global airports. Additionally, the project includes a comprehensive overhaul of the national railway system, offering a competitive alternative to road transport while ensuring sustainable integration of the Warsaw and Łódź metropolitan areas.

Located in the municipalities of Baranów, Wiskitki, and Teresin, the transport hub will combine air, rail, and road connectivity, with the airport at its core. The project will feature:

  • A passenger terminal with an initial capacity of at least 34 million passengers annually, with provisions for rapid expansion based on traffic forecasts.
  • A public transport interchange hub.
  • A railway station integrated with the airport, supporting long-distance and regional train services, and facilitating seamless transfers.

The launch of the CPK airport will enable the relocation of commercial traffic from Warsaw Chopin Airport, ensuring the profitability of the new investment. The railway project component of CPK will also leverage new lines for high-speed and regional passenger trains, with further consideration of freight services to reduce heavy truck traffic on roads.

Financing and Cost Estimates

The total cost of the CPK program up to 2032 amounts to PLN 131.7 billion, funded through state resources, EU funds, and external instruments such as bonds.

This ambitious project is expected to provide:

  • Thousands of new jobs.
  • Enhanced transportation accessibility across regions.
  • A major boost to Poland’s position in global connectivity and economic growth.

The Central Transport Hub is not just an infrastructure development; it represents a transformative step forward for Poland’s transportation network and its integration with global standards.
