As part of the government’s Uniformed Services Modernisation Programme for 2026–2029, the Border Guard will receive PLN 2.8 billion — the highest level of funding in the history of the service. The draft law allocates a record-breaking PLN 13 billion to the programme overall — PLN 3 billion more than in the previous edition. Alongside the Police, the Border Guard will be one of the main beneficiaries. The draft bill was submitted to the Sejm on 23 October.
“THE BORDER GUARD PLAYS AN EXCEPTIONAL ROLE, ESPECIALLY IN THE CONTEXT OF AGGRESSIVE ACTIONS BY BELARUS AND RUSSIA. THAT IS WHY WE ARE INVESTING IN HELICOPTERS, VEHICLES, ANTI-DRONE SYSTEMS, BALTIC SEA RADAR SURVEILLANCE AND NEW PERSONNEL,”
emphasised Minister of the Interior and Administration Marcin Kierwiński.
Next-generation equipment and infrastructure expansion
From the budgeted funds, PLN 466 million will be allocated to the purchase of new patrol, off-road and tactical vehicles, as well as two multi-role helicopters equipped with specialised systems. A further PLN 241 million will support the modernisation of ICT and communications systems, while more than PLN 81 million will go toward new optoelectronic technology and weapons.
A key infrastructure initiative will be the construction of a Maritime Border Radar Surveillance System, which will enhance monitoring of Poland’s territorial waters and strengthen the country’s resilience against sabotage and hybrid threats in the Baltic region.
Increased staffing and improved working conditions
As much as PLN 1.5 billion from the programme will be directed toward personnel expansion — the number of Border Guard posts is expected to increase by nearly 3,000. The service already counts a record 16,800 officers, with 2,500 new recruits joining over the past two years. Further recruitment is planned through the end of 2025.
“WE ARE INVESTING IN PEOPLE AND THEIR SECURITY. WE ARE CREATING SPECIAL UNITS FOR DIRECT BORDER PROTECTION AND DRASTICALLY STRENGTHENING EQUIPMENT CAPABILITIES, INCLUDING ANTI-DRONE SYSTEMS AND HELICOPTERS,”
said Deputy Minister Czesław Mroczek.
Nearly PLN 114 million has been allocated for personal, special-purpose and protective equipment — including modern field, service and specialist uniforms.
The largest Border Guard modernisation in history
In the previous edition of the programme, the Border Guard received PLN 1.5 billion. This time, the amount is 90% higher — and combined with the PLN 3 billion being invested in a physical-electronic barrier along the eastern border, it delivers an unprecedented level of strategic resilience. As the Ministry of the Interior and Administration stresses, the priority is full readiness to respond to hybrid aggression, cross-border crime and maritime-domain threats.
