Housing prices will remain publicly available, but the way they are presented in Poland’s state data system is set to change. Ultimately, all property developers will submit information according to the same rules, making offers easier to compare and improving transparency for home buyers.
A year after Poland introduced the requirement to publish housing prices on development websites, another step is being taken to increase transparency in the primary housing market. The President has signed an amendment to the Act on the Protection of the Rights of Buyers of Residential Units or Single-Family Homes and the Developer Guarantee Fund, creating the legal basis for a uniform standard for submitting data to the state system.
As a result, information on housing prices will ultimately be presented in a consistent format, making it easier for customers to compare offers from different developers.
Since July 2025, some developers – and since September 2025, all development companies – have been required to publish on their project websites the prices of homes and houses offered for sale, as well as the prices of parking spaces and associated premises, and to disclose any changes in prices during the sales process.
Buyers therefore gained access to information that had previously often required direct contact with a sales office. Today, such information is widely available and has become one of the basic elements of offers presented to prospective purchasers.
The newly signed amendment does not change the scope of information that developers are required to publish, nor does it alter the obligation to display prices. Instead, it introduces a uniform method for submitting the data to the dane.gov.pl government portal.
All companies will report information according to the same standard, improving data consistency and making offers easier to compare.
– The change is about standardising the way developers submit data. Put simply, each developer will provide the same set of information, structured in the same way and presented in the same order. This means customers will no longer have to “decode” each offer from scratch and will find it easier to compare the available options – says Aleksandra Krupińska, a lawyer at the Polish Association of Developers.
The President’s signature does not mean that the uniform reporting system will take effect immediately. The amendment will enter into force three months after its publication in the Journal of Laws.
From that point, a regulation may be issued specifying the detailed rules governing how developers must report their data. This implementing regulation will determine the format in which developers will submit information to the dane.gov.pl portal.
Until the regulation is issued, developers will continue to provide data under the existing rules.
The Ministry of Digital Affairs has already developed and made available on dane.gov.pl a structured data format prepared following consultations with, among others, the Office of Competition and Consumer Protection and the Polish Association of Developers.
A significant proportion of property developers are already using this format. At this stage, however, it remains unclear whether the forthcoming regulation will adopt the existing format as the mandatory standard, introduce a different solution or modify the current model.
– The signing of the act is an important milestone, but it does not complete the implementation process. The regulation defining the detailed rules for data reporting will be crucial. It should ensure continuity in the standards already being used while achieving the objective of the new legislation: greater transparency and easier comparison of offers for people looking to buy a home. For a uniform reporting system to fulfil its role fully, however, a tool is also needed to aggregate the data and present it in a clear and accessible way. Only then will the information be useful not only to buyers, but also for market analysis and for providing valuable insights into changes taking place in the housing market – says Bartosz Guss, Director General of the Polish Association of Developers.
The Polish Association of Developers has supported measures aimed at increasing housing market transparency since work on the legislation began. Last year, the organisation prepared detailed guidelines for companies on implementing the requirement to publish prices and conducted information and training activities to help businesses comply with the new rules.
