Starting February 3, 2025, applications for subsidies to purchase electric vehicles (EVs) can be submitted under the new program “NaszEauto,” initiated by the National Fund for Environmental Protection and Water Management (NFOŚiGW). With a total budget exceeding PLN 1.6 billion, the program offers subsidies of up to PLN 40,000 per vehicle, including additional bonuses for individuals with an annual income below PLN 135,000 and those scrapping old combustion vehicles.

The program targets individuals and sole proprietorships planning to buy, lease, or rent an electric vehicle. However, commercial entities, which account for most new car registrations in Poland, are excluded from the scheme. Additionally, subsidies for delivery vehicles are not included, which experts suggest could limit the program’s overall impact.


Subsidy Details

Under the “NaszEauto” program, the base subsidy for individuals is PLN 18,750. This increases to PLN 30,000 for holders of the Large Family Card (KRD) and sole proprietorships (JDG). Eligible participants can also receive additional bonuses for:

  • Annual income below PLN 135,000 (only available for individuals, including KRD holders).
  • Scrapping an old combustion vehicle.

With these bonuses, the maximum subsidy amount can reach PLN 40,000.


Challenges and Limitations

Despite the increased maximum subsidy amount, many beneficiaries may struggle to qualify for additional bonuses. As Aleksander Rajch, Board Member of PSNM, explains:

“It’s rare for people purchasing a new car to have an annual income below PLN 135,000 or to own an old combustion vehicle that’s more beneficial to scrap than sell on the secondary market.”

One significant drawback of the program is the exclusion of commercial entities, which are responsible for most new car registrations in Poland. This limitation is expected to negatively impact the market effectiveness of the subsidies.


Changes Compared to “Mój Elektryk”

The “NaszEauto” program introduces several changes compared to its predecessor, “Mój Elektryk”:

  • Increased Maximum Vehicle Price: The maximum price of a subsidized vehicle has been raised to PLN 225,000 net (approximately PLN 276,750 gross), covering over 90 battery electric vehicle (BEV) models in Poland.
  • Exclusion of Delivery Vehicles: Subsidies for category N1 delivery vehicles remain absent, despite their high electrification potential and significant price differences compared to combustion counterparts.

According to Jan Wiśniewski, Director of the Center for Research and Analysis at PSNM:

“The exclusion of delivery vehicles in the new program is a missed opportunity, especially since urban logistics should be a priority for electrification. The lack of support in this segment could exacerbate the recent 25% year-over-year drop in new electric vehicle registrations for category N1 vehicles.”


Timeline and Market Implications

The application period for the “NaszEauto” program runs until mid-2026, marking the final planned subsidy program for EVs in Poland. However, experts question whether the program’s objectives—supporting at least 40,000 zero-emission vehicles—can be achieved within the shorter application window, despite the higher budget.

Maciej Mazur, Managing Director of PSNM, highlights broader challenges:

“Poland’s EV market still lags behind the EU average, with BEV sales accounting for less than one-fourth of the EU average share in new passenger vehicle sales. While other EU countries provide both subsidies and tax incentives, Poland’s approach remains limited. The effectiveness of the program will depend on better design and implementation to maximize its impact.”
