On 13 November 2025, new regulations will come into force in Poland under the Act of 24 January 2025 amending the Aviation Law and certain other acts (Journal of Laws 2025, item 179). Under the new rules, operators of unmanned aerial vehicles (UAVs) with a take-off mass between 0.25 kg and 20 kg will be required to hold third-party liability (TPL) insurance covering any damage caused during flight operations. This marks a key step toward harmonizing drone safety standards across the European Union.

The insurance requirement applies to both individuals and legal entities — in other words, anyone who operates or intends to operate at least one drone system is considered an “operator.” The insurance must be in place no later than the day before the first drone operation begins. The minimum guaranteed sum for a policy with a coverage period not exceeding 12 months has been set at 50,000 SDR (Special Drawing Rights), which is roughly PLN 275,000.

“These new regulations are a response to the rapid development of the drone market and the growing number of aerial operations involving UAVs. The mandatory TPL insurance will not only improve financial security for operators but also protect third parties and their property from potential damage. It is crucial to remember that the policy must be active before the first flight — failure to comply may result in a fine of up to PLN 4,000,”
says Agnieszka Włodarska-Poloczek, Manager at Compensa’s Retail Insurance Office.

She adds that while the minimum coverage may be sufficient for recreational or testing flights, professional use cases — such as infrastructure inspections, geodetic surveys or commercial filmmaking — may require significantly higher liability limits.

“When selecting drone liability insurance, operators should pay close attention to several key aspects, including the territorial scope of coverage, the types of operations covered by the policy and the guaranteed sum that corresponds to the real level of risk involved,”
