KPMG Law has expanded its service offering with the launch of a new Public Procurement and Defense Law Practice. This newly established practice provides comprehensive legal advisory services to both contracting authorities and contractors, supporting them at every stage of the tender process and contract execution. The new team is headed by Żaneta Urbaniak, an expert in public procurement law with particular experience in the energy, infrastructure, and defense sectors.

Poland’s public procurement market is valued at nearly PLN 280 billion annually, with planned investments in the defense sector estimated at around PLN 180 billion. The new KPMG Law practice assists clients across the full project lifecycle in these sectors—from preparing tender documentation and managing proceedings to contract implementation.

“Contracts in public procurement—especially in the defense sector—require not only knowledge of regulations but also deep risk analysis, effective negotiation strategies, and an understanding of financing mechanisms. Public entities and companies face the challenge of efficiently and lawfully implementing projects critical to the country’s economy and security. Our new practice helps clients navigate these complex procedures,” said Anna Szczodra, Co-Managing Partner, Legal Advisor, and Head of Energy Advisory in Poland and Central and Eastern Europe at KPMG Law.

Public procurement plays a key role in daily life, as public institutions use these procedures to enter into contracts aimed at meeting citizens’ needs—whether building roads and power plants, purchasing trains, or providing transportation services. The defense sector also plays a vital role, as its procurements contribute to national security.

The new practice offers legal support throughout the entire public procurement cycle—from analysis of procurement procedures and preparation of tender documentation to representation before the National Appeals Chamber (KIO) and the Public Procurement Court, as well as contract negotiations and advice on public-private partnerships (PPP). By combining experience from both the buyer and contractor perspectives, KPMG Law delivers tailored, market-relevant legal solutions.

Żaneta Urbaniak is a qualified attorney with over a decade of experience in public procurement law. She holds a PhD with a dissertation titled “Management Contracts in Public Procurement” and is a co-author of a leading commentary on Polish public procurement law. She has published extensively in academic and industry journals and is a member of the Public Procurement Law Association as well as Co-Chair of the Public Procurement Law Section at the Warsaw Bar Association.
