On January 2, 2025, the National Prosecutor’s Office initiated an investigation against former Minister of National Defense Antoni Macierewicz over allegations of “diplomatic treason.” The case revolves around his decision to opt out of Poland’s participation in the Multi-Role Tanker Transport Fleet (MMF) program, a move that reportedly compromised the operational capabilities of the Polish Armed Forces and the country’s strategic security.
Complaint Filed
The criminal complaint was filed on November 28, 2024, by Brigadier General Jarosław Stróżyk, Chair of the Commission for Examining Russian and Belarusian Influence. According to the gathered information, the decision to forgo involvement in the international MMF program may have exposed Poland to financial losses and weakened its defensive capabilities, thus endangering national security.
The Prosecutor’s Office has obtained relevant documentation and has interviewed General Jarosław Stróżyk as a witness. Based on the collected evidence, it was decided to open an investigation into events that occurred between November 2015 and October 2016.
What Was the MMF Program?
The Multi-Role Tanker Transport Fleet program aimed to enhance Poland’s capabilities in strategic airlift, medical evacuation, and in-flight refueling of aircraft. The withdrawal from the “Karkonosze” program, as it was locally referred to, resulted in several negative consequences, including:
- A significant reduction in the Polish Armed Forces’ air defense capabilities,
- A tangible threat to the continuity of national defense,
- Financial losses of €473,600 incurred by the Ministry of National Defense in preparatory costs for joining the program.
The Allegations and Potential Consequences
Under Article 129 of the Polish Penal Code, diplomatic treason is defined as actions by an individual authorized to represent Poland in relations with foreign governments or international organizations that harm the Republic of Poland. This offense carries a penalty of up to 10 years in prison.
The investigation seeks to determine whether Antoni Macierewicz’s decision was motivated by strategic considerations or constituted actions harmful to the state. The case is unprecedented and may provide new insights into the decision-making processes within Poland’s defense sector.
