Intensive negotiations between the European Union Council and the European Parliament regarding the EU budget for the year 2025 concluded on the night of November 16, 2024. The agreement achieved takes into account the key priorities of Poland, which has been recognized as a significant negotiating success of our country.
Polish Priorities at the Forefront
The budget for 2025 includes significant funds for border protection, migrant support, the development of military transport connections, and humanitarian aid for Ukraine and Moldova. Additionally, funds have been adopted for reconstruction after recent natural disasters that affected EU member states.
Paweł Karbownik, Deputy Minister of Finance, emphasized that the negotiations concluded with full security of Polish claims:
“We secured our claims by 100%, which is rarely possible in negotiations. This success confirms Poland’s strong position in Europe.”
Meeting Existing and New Challenges
According to the European Commission, the EU budget for 2025 is expected to balance the implementation of ongoing commitments with responding to new challenges. Funds allocated will be directed towards projects ending the programming period 2014-2020, as well as towards intensifying activities within the current financial framework for the years 2021-2027.
A crucial element of the agreement is the funding of the protection of the EU’s external borders and military transport connections, which PaweÅ‚ Karbownik commented as follows:
“Supporting countries that are the external border of the EU is to ensure safety for all Europeans.”
In addition, it was guaranteed that the repayment of loans from the Next Generation EU instrument will not be at the expense of other European Union programs.
What is the Budget Amount?
For 2025, budgetary commitments will exceed 199 billion euros, which means an increase of nearly 4 billion euro compared to the year 2024. Payments will reach the level of 155 billion euros, increasing by approximately 5.5 billion euros year on year.
Formal Confirmation Within Two Weeks
The negotiated agreement should be approved by the EU Council and the European Parliament within the next two weeks. Poland, due to effective negotiations, secured funds for key projects and priorities, simultaneously enhancing its position in the European community.
