The first State Digitalisation Strategy, prepared by the Ministry of Digital Affairs and adopted by Resolution No. 130 of the Council of Ministers in June 2026, defines for the first time in such a comprehensive way the role of digital infrastructure in Poland’s economic development, security and technological sovereignty.

The Strategy sets out a new way of thinking about digital infrastructure. The development of domestic computing capacity has been linked to national security, economic competitiveness and the growth of modern technologies. The final version of the document reflects many of the issues that the Polish Data Center Association raised in dialogue with public administration — from the importance of domestic data centre infrastructure for national security, through the development of computing capacity, to creating a stable investment environment and linking the growth of digital infrastructure with the energy transition.

“This is an important signal for both investors and public administration that data centres are becoming one of the foundations of Poland’s further transformation. This is also confirmed by data from our latest report, which show that in 2025 alone the sector generated PLN 10.6 billion in added value for the economy and PLN 4.3 billion in tax revenues,” emphasises Piotr Kowalski, Managing Director of the Polish Data Center Association.

The adopted version of the document presents a diagnosis of the data centre market, while also identifying its development potential and the barriers limiting the pace of new investment. It stresses that the further development of domestic computing capacity will be crucial for the growth of artificial intelligence and the digital economy.

The document assumes the development of infrastructure both for the needs of public administration and the wider economy. One of the most important projects included in the Strategy is the construction of the National Data Processing Centre. The plan provides for the creation of three modern, scalable data centres that will ensure the operational continuity of state systems, protect the most important data, and support the development of backup and disaster recovery services. The Strategy also emphasises the development of cooperation between the public sector and providers of data processing centre services located in Poland.

An important conclusion from the Strategy is the move away from viewing data centres as individual technology investments. It highlights the need to coordinate digital investments with the development of energy and telecommunications infrastructure. It also assumes that new investments will be linked to the energy transition, the development of renewable energy sources, nuclear power and the circular economy.

“From the industry’s point of view, it is particularly important to recognise the interdependence between the development of digital, energy and telecommunications infrastructure. Data centres do not function in isolation from other elements of state infrastructure, which is why their development should be planned in parallel with the expansion of transmission infrastructure and the transformation of generation capacity. Such solutions are used in the most developed digital infrastructure markets. The first signs of this approach are already visible in Poland as well. A good example is the PSE Transmission Grid Development Plan for 2027–2036, announced this spring, which for the first time takes into account the needs of the data centre sector in planning the development of the national power grid,” emphasises Piotr Kowalski.

The Strategy draws attention to the energy efficiency of the ICT sector, pointing, among other things, to the need to use solutions compliant with the European Code of Conduct for Data Centre Energy Efficiency, to develop heat recovery systems and to increase the efficiency of cooling systems.

“Energy efficiency is increasingly becoming one of the elements of competitiveness in the data centre sector. According to a PLDCA analysis, the potential for heat recovery from data centres in Poland by 2030 may reach almost 19,700 TJ per year, or more than 7 percent of national demand for district heating. This shows that data centres can be not only the foundation of the digital economy, but also an important element of the energy transition,” comments Krystian Pypłacz, Data Centre Market Expert at PLDCA.

The document also addresses the operational challenges faced on a daily basis by investors planning to expand infrastructure in Poland.

“The development of the market requires not only growing demand, but above all a predictable regulatory environment, efficient investment processes and access to appropriate energy infrastructure. Only the combination of these elements will make it possible to effectively increase domestic computing capacity and attract further investment. The fact that the Strategy includes simplification of location and construction procedures as well as facilitation of energy connections is a very good signal,” concludes Krystian Pypłacz.

The adoption of the Strategy sets the direction for the development of national digital infrastructure. The next stage will be to translate its assumptions into legislative, organisational and investment solutions. The Polish Data Center Association declares its readiness to continue cooperation with public administration in implementing solutions that support the development of modern, secure and competitive digital infrastructure in Poland.
