Creotech Instruments S.A., a Polish space-mission integrator listed on the Warsaw Stock Exchange (GPW), together with Creotech Quantum S.A., has signed a strategic partnership agreement with Eutelsat S.A., a leading European satellite operator. The agreement lays the groundwork for cooperation on European secure satellite connectivity initiatives—most notably the IRIS² program, which has a total budget of €10.6 billion.

IRIS² (Infrastructure for Resilience, Interconnectivity and Security by Satellite) is a flagship European Union project designed to deploy roughly 290 satellites in low Earth orbit (LEO) and medium Earth orbit (MEO). The goal is to deliver a stable, secure satellite communications system for EU governments, businesses, and citizens.

“IRIS² is a crucial element in building a secure and resilient satellite communications infrastructure in Europe, particularly for public administration needs. Our planned cooperation with Eutelsat focuses on using the HyperSat platform to develop communications satellites and related ground systems, which could be used for connectivity for public services—such as the police, fire brigades, or emergency medical services. This area is fundamental to the security of the state and its citizens, and at the same time a key part of our long-term strategy to develop space technologies and strengthen Europe’s technological sovereignty,” said Prof. Grzegorz Brona, PhD, DSc, CEO of Creotech Instruments S.A.

Cooperation Scope: Satellite Platforms, System Architecture, and Operational Solutions

The partnership covers, among other areas, the development and adaptation of satellite platforms produced by Creotech Instruments—including microsatellites and small satellites—to meet Eutelsat’s requirements for IRIS² communications missions and other European initiatives. Particular emphasis will be placed on secure connectivity, governmental and institutional services, and demonstrators aligned with IRIS² architecture.

The parties plan to jointly develop mission concepts, system architectures, and operational solutions that increase the resilience, redundancy, and European independence of communications infrastructure.

Quantum-Secured Communications: QKD, Post-Quantum Cryptography, and Hybrid Security

Discussions also include cooperation in quantum technologies and quantum-secured communications. Areas under analysis include Quantum Key Distribution (QKD), post-quantum cryptography (PQC), and hybrid security architectures for both space and ground segments. Eutelsat and Creotech Quantum plan to jointly develop and test components and systems compatible with IRIS² and future European secure connectivity programs.

Potential Deliveries and Industrial Scaling in Poland

The signed agreement also предусматривает (includes) an assessment of potential deliveries of space and ground subsystems—as well as complete systems—by Creotech Instruments and Creotech Quantum. This may cover satellite platforms, avionics, secure communications subsystems, quantum components, and integration services. Key factors will include supply-chain resilience, industrial scaling, and meeting governmental and institutional requirements.

The cooperation also extends to the IRIS² ground segment, including the development of user terminals and ground stations supporting secure government services, as well as the localization of production, integration, testing, and operational support in Poland.
