Minister of Agriculture and Rural Development Stefan Krajewski has announced decisive steps to recover a 160-hectare plot of land in Zabłotnia (Mazowieckie Voivodeship), originally earmarked for the Central Communication Port (CPK), but — as he stressed — sold “at express speed” by politicians from the Mateusz Morawiecki government, which operated for barely two weeks after the 2023 elections.

The minister stated that every aspect of the transaction will be subject to an independent audit commissioned from an external advisory firm. At the same time, the ministry has launched a review of the actions of the National Support Centre for Agriculture (KOWR) from its establishment up to 12 December 2023 — the day PiS lost power.

Krajewski: “This is not an isolated case — it marks the start of a broader process”

The MRiRW chief emphasized that the Zabłotnia case is not an exception but part of a wider problem with the management of state-owned agricultural land. He indicated that there may be many similar decisions — legally and economically questionable — as already suggested by the newly prepared KOWR “opening report”.

“EVERYTHING MUST BE VERIFIED, AND THOSE WHO EXCEEDED THEIR COMPETENCIES OR FAILED TO ACT MUST FACE CONSEQUENCES — REGARDLESS OF THEIR PARTY AFFILIATION,” THE MINISTER DECLARED.

He simultaneously delivered a sharp rebuke to the ongoing parliamentary inspections being carried out by PiS politicians in the agriculture ministry, suggesting they may be attempts at “pre-empting findings” or “checking among themselves who participated in the scheme.”

Express-pace decision-making under scrutiny

According to the information presented, the sale of the Zabłotnia plot was carried out in just a matter of days — not weeks or months — which the minister described as unprecedented for a project of strategic national importance.

Particularly controversial is the timeframe highlighted by the ministry — 1 December 2023, during the two-week caretaker government of Mateusz Morawiecki, when the agriculture ministry was led by Anna Gembicka. Krajewski also cited earlier decision-makers: Robert Telus, Rafał Romanowski, and Andrzej Adamczyk.

Audits and possible referrals to law enforcement

During the briefing, Krajewski also recalled previous irregularities uncovered at KOWR — including issues relating to the Eskimos and RSSI companies — noting that parts of the material have already been submitted to the Prosecutor’s Office and the Supreme Audit Office (NIK).

If a decision is made to fully publish KOWR’s opening report, the MRiRW — he confirmed — will support its release.

Henryk Smolarz, the newly appointed Director General of KOWR, also spoke, confirming that the state is financially prepared to potentially repurchase the Zabłotnia land — provided the audit confirms irregularities and the appropriate legal instruments are activated.
